Panama Flag State Documentation for Merchant Mariners

As a merchant mariner from Panama, you are required to obtain certain flag state documentation in order to work onboard ships. These documents include:

  1. Panama Seafarer's Identification Document (SID): This is a Panama-issued identification document that confirms the eligibility of a seafarer to work onboard Panama-flagged ships. It may be referred to as a Panamanian CDC (Continuous Discharge Certificate) or Panama Seaman Book.

  2. STCW (International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers) Certificates: These certificates include training and certification in accordance with the STCW requirements, which may vary depending on the seafarer's rank or position onboard the vessel. Examples of STCW certificates may include Basic Safety Training (BST), Advanced Firefighting, Medical First Aid, Personal Survival Techniques (PST), and others.

  3. Security Awareness Training: This training is typically mandatory for all seafarers to ensure their awareness and response to security threats in accordance with the International Ship and Port Facility Security (ISPS) Code.

  4. Other Documents: Additional documentation such as a valid national passport, seafarer's medical certificate, and proof of educational qualification may also be required.

It is important to note that these are general requirements and additional documentation or training may be required depending on the type of vessel, the rank or position of the seafarer, and other factors. It is crucial to comply with the regulations and requirements of the flag state and ensure that all necessary documentation is obtained and maintained to work legally and safely as a merchant mariner under the Panama flag. It is recommended to consult with the Panama Maritime Authority or a recognized maritime training center for specific and up-to-date information.
